NDDC Board: Senate Screened Me For Four-Year Tenure – Ogbuku

The Managing Director of the Niger Delta Development Commission, NDDC, Dr. Samuel Ogbuku, has provided clarity on the issue of the tenure of the current Governing Board of the Commission, stating that the members were appointed for a four-year tenure.

Addressing a Press Conference at the NDDC headquarters in Port Harcourt, Ogbuku said the insinuations in some quarters that his tenure as the Managing Director would end this year, was false and without any foundation.

He stated that subject to the provision of section 4 of the NDDC Establishment Act, “a member of the board other than ex-efficio member, shall hold office for a term of four years at the first instance and may be reappointed for a further term of four years and no more.”

Ogbuku said that those pushing for the truncation of the tenure of the NDDC Board were not happy that members were working harmoniously to deliver on the mandate of president Bola Ahmed Tinubu for the people of the Niger Delta region.

The NDDC Chief Executive Officer lamented that in spite of the efforts of the NDDC Board and management to deliver on quality projects and programmes, some people with selfish motives were working behind the scene to return the commission to the days of instability and non-performance.

He stated that nothing would distract the NDDC Board and Management from holding fast to its mantra of Transiting from Transactions to Transformation.

Ogbuku advised those scheming for a change of batons at NDDC to hold their horses as President Tinubu re-appointed him for another term of four years, noting that the region should be ready to see more people-oriented projects and programmes.

He assured that as soon as the 2024 budget of the Commission was signed into law, the on-going efforts to complete legacy projects would gain momentum, pointing out that the plan in the budget was to raise N1 trillion from development and commercial banks for the completion of legacy projects spread across the Niger Delta region.

Ogbuku explained that the legacy projects included regional roads, bridges, electricity projects, school buildings, hospitals, shore reclamation and protection, among others.

He also outlined recent initiatives of the Board, including the Niger Delta Stakeholders’ Summit, which was a culmination of other engagements with the youth groups and women. He assured that the resolutions of the summit would inform future actions, stating that the communique would be presented to President Tinubu.

Speaking on the NDDC Healthcare Programme, which caters to the needs of rural communities, Ogbuku said that the recent free medical outreach across the nine states of the region, was successful, leading to plans for holding the event biannually.

He said further that the Commission had acquired and distributed 13 ambulances to regional hospitals in response to a cholera outbreak and was working to secure more ambulances and cholera vaccines to prevent further incidents.

In the education sector, the NDDC boss highlighted the Foreign Post-Graduate Scholarship Programme of the Commission, noting that 2,323 students in the region had so far benefited from it.

“We have released the initial funds for beneficiaries of the 2024/2025 scholarship programme. In response to the rising costs of foreign education, we are considering offering local undergraduate scholarships.” He added.

The NDDC boss assured that the era of not having data or evidence of projects and programmes was gone, adding the current Board and Management of the Commission had adopted strategies to showcase its activities.

NOIPolls Survey Uncovers Climate Change As Threat To Nigeria’s Development

A new survey by NOIPolls has revealed that climate change is not just an environmental issue but a pressing challenge to Nigeria’s sustainable development.

The findings show that the vast majority of Nigerians - 98 percent believe climate change is real, with 94 percent acknowledging that the country is already struggling with its effects.

Presenting the survey results in Abuja on Tuesday, NOIPolls CEO, Dr. Chike Nwanwgu, explained that awareness of climate change has surged across Nigeria, with 68 percent of respondents recognizing it as a shift in weather patterns.

According to Dr Nwanwgu, this marks significant progress, considering that just a few years ago, over 60 percent of Nigerians were unfamiliar with the term.

Dr. Nwanwgu noted that while the survey highlights increasing awareness of climate change among Nigerians, there remains a significant gap in understanding what the average citizen can do to mitigate its effects. He also emphasized the need for more conversations that focus on empowering people with the knowledge to take meaningful action.

The survey further revealed that deforestation, cited by 22 percent of respondents, is viewed as the leading cause of climate change in Nigeria, worsened by unchecked industrial activities and bush burning.

It also noted that Sixty-three percent of respondents reported that temperatures have risen in their areas over the past five years, particularly in the North-East and North-West regions, where over 80 percent noted warming.

Rainfall patterns have also become more erratic, with 38 percent of respondents experiencing a sharp decline in precipitation.

Speaking further on the survey, 32 percent revealed that flooding has ravaged their communities, destroying homes and livelihoods. The agricultural sector was also not spared as a staggering 84 percent of farmers surveyed said climate change has reduced their crop yields, with 89 percent believing it has damaged agriculture across the country.

Beyond the fields, 49 percent of respondents have been forced to relocate due to climate-related disasters, particularly in flood-prone regions like the North-East.

Meanwhile, despite the growing crisis, the survey revealed a troubling lack of confidence in the government’s ability to tackle climate change. Nearly half of respondents 46 percent expressed doubts that the government is prepared to address the mounting environmental challenges.

As a call to action, NOIPolls survey recommended measures to mitigate climate change, including planting trees (19 percent), enacting legislation to regulate pollution (13 percent), and stopping unregulated bush burning (9 percent). The findings emphasize the urgent need for government intervention and stakeholder collaboration to address the escalating environmental challenges facing the country.

The NOIPolls survey therefore, indicated a clear message that without swift government action and strategic interventions, the nation risks losing critical ground in the fight for sustainable development.

Expressing concern over the health implications of the disaster, especially on women and children, Sen. Banigo said development could lead to escalation in the spread of diarrhoea and other water-borne diseases, as well as heighten the rate of infant and maternal mortality, calling quicker preventive measures.

"While I deeply sympathise with the victims of the disastrous flooding, I profoundly thank Governor Babagana Zulum for demonstrating leadership by ensuring safe evacuation of victims.

Senator Banigo advocates for global Health standards, technological integration in Nigeria

Senator Ipalibo Harry Banigo, Chairman of the Senate Committee on Health (Secondary and Tertiary) and a member of the ECOWAS Parliament has advocated for Nigeria to adopt international best practices to enhance its medical sector.

Senator Banigo shared this perspective following her participation in the Delocalised Meeting of the ECOWAS Health Committee in Conakry, Guinea, where the role of telecommunications and information technology in promoting health services across the ECOWAS region was a key focus.

In a statement made available to media, Senator Banigo underscored the urgent need for Nigeria to leverage technology to improve healthcare delivery, emphasizing the importance of embracing global standards to strengthen the nation’s health system.

Reflecting on the recent discussions, Senator Banigo explained that the critical issue of technology in healthcare was also a central theme at the 5th Legislative Health Summit, which she hosted in her capacity as Chair of the 10th Senate Committee on Health (Secondary and Tertiary).

“It marked the first comprehensive discussion on this issue in the Nigerian Health sector, paving the way for unlocking the full potential of telemedicine as a valuable means of delivering health education and improving our healthcare outcomes in achieving Universal Health Coverage.” She noted.

Senator Banigo disclosed that as part of efforts to promote health services within the ECOWAS region, the committee visited two tertiary hospitals in Conakry, Guinea the Centre Hospitalier Universitaire and the National Hospital Donka. She highlighted the importance of these visits in assessing best practices that could be adapted to improve Nigeria's health system.

At the Centre Hospitalier Universitaire, a 400-bed facility staffed by 300 health professionals and originally built in 1902, Senator Banigo was struck by the well-maintained condition of the hospital, despite its age.

“What struck me was that despite the hospital's age, it appeared well-maintained, neat, and clean,” she explained.

She noted that the hospital administration had appealed for infrastructural support and better equipment.

"We shared this observation with the Director General and his team, offering words of encouragement," she said, emphasizing the need for similar practices to be adopted in Nigeria.

Moving on to the National Hospital Donka, a modern facility completed just two years ago and run under a concessionary agreement with a Canadian NGO, Senator Banigo pointed out the state-of-the-art infrastructure and equipment that the hospital boasted.

“The National Hospital, with its state-of-the-art buildings, has 631 beds and first-class equipment, with each ward accommodating only two beds,” she disclosed.

She highlighted how these best practices could serve as a guide for improving oversight and administration in Nigeria's healthcare system.

Meanwhile, Senator Banigo further stressed the urgent need for Nigeria to draw lessons from such facilities to develop a more robust healthcare framework that prioritizes efficiency, quality, and accessibility.

“It was interesting to observe best practices and consider how these can inform more robust oversight as we move forward,” she said, urging policymakers and stakeholders in Nigeria to embrace innovations that could transform the health sector.

She however reiterating her commitment to driving legislative reforms that will position Nigeria's health sector on par with international standards, noting that collaboration across the ECOWAS region would be vital to achieving this goal.

"We must learn from each other, adopt best practices, and ensure that our health systems can adequately serve our people," she stated.

Tinubu’s 3MTT Programme Aims To Address Unemployment With 3 Million New Jobs - Information Minister

The Minister of Information and National Orientation, Mohammed Idris, has said the Tinubu Administration has set up the structures to create three million jobs for the Nigerian youth through the 3 Million Technical Talent (MTT) Programme.

The Minister stated this in Abuja on Monday at the Nigeria Police Youth Summit with the theme “Enhancing the Nigerian Youth Value for National Security Intelligence”.

Represented by the Director General of the Voice of Nigeria, Mallam Jibrin Baba Ndace, the Minister said the 3MTT Programme, being driven by the Federal Ministry of Communications, Innovation and Digital Technology, is an incubator for the education and skills desired to enhance the capacity and value of the youths in national security intelligence.

“The 3MTT Programme is an affirmation of President Tinubu’s vision of factoring youth development into the overall national development strategy. To lay a formidable framework towards achieving this, the administration is also prioritizing the economic security of Nigerian youths, towards building a more secure and prosperous country,” he said.

Idris said the enactment of Nigerian Education Loan (NEL) Fund, which is currently providing loan and financial support for Nigerian students, is one of the notable initiatives under President Tinubu’s Renewed Hope Agenda, aimed at making significant impact on the educational pursuit of the youth.

While speaking on the high cost of transportation in the country, the Minister said the introduction of the Compressed Natural Gas (CNG) policy by the President, seeks to leverage the nation’s sufficiency in gas to bring down the cost of transportation by about 70%.

Idris, therefore, enjoined the youth to latch onto government policies and explore them for personal comfort, economic growth and empowerment.

The Minister also stressed the need for the youth to imbibe the necessary morals and values in order to play their expected roles in national security intelligence.

“Better still, the renaissance identified with the crucial national security intelligence role for our youths cannot come without the necessary value reorientation. The expected Nigeria's Values Charter initiated by this administration, spearheaded by the National Orientation Agency (NOA), will serve as a blueprint for a national value system, defining us as Nigerians and strengthening our personality and roles as citizens,” he said.

The Minister, however, warned the youth on the national security implications of spreading fake news, disinformation, and misinformation, saying this nefarious conduct, is a flagrant abuse of the freedom expression, which the present administration upholds.

“Where much is given, much is expected. We must acknowledge that disinformation intersects with significant national security threats, including incitement over anarchy and instability, transnational crimes, terrorism, banditry and their financing, violent extremism, and malicious cyber activity,” he stated.

Delta State Governor Pledges to Collaborate with NDDC

The Delta State Governor, Rt. Hon. Sheriff Oborevwori, has pledged to collaborate and support the Niger Delta Development Commission, NDDC, in its efforts to fast-track the development of the Niger Delta region.

Governor Oborevwari spoke at the Delta State Government House, Asaba, during a courtesy visit by members of the NDDC Management team, led by the Managing Director, Dr Samuel Ogbuku. The NDDC team included the Executive Director Projects, Sir Victor Antai and other directors of the Commission.

The Governor appealed to NDDC to urgently complete all ongoing and uncompleted projects in the state, stressing the need for a strategic and collaborative approach between the Commission and the Niger Delta states to address the challenges confronting the people of the region.

Governor Oborevwari said: “I assure you that we are ready to collaborate with all development agencies committed to the development of the Niger Delta region and we are going to support you to enable you discharge your duties.”

Responding to the NDDC request for collaboration on the execution of the Omadino-Okeronkoko-Escravos Road, Oborevwari noted such a partnership which would involve Chevron was a welcome development.

He assured the NDDC that his government was open to partnership and collaboration in the execution of projects. He urged the Commission to embark on projects that would add value to the lives of the people of the region.

Addressing the issue of duplication of projects, the Governor advised the Commission to avoid cases of duplication of projects, stating that it was very necessary to consult the states before embarking on projects in their respective territories.

Speaking earlier, the NDDC Managing Director, Dr Samuel Ogbuku, said that the Commission would increase its collaboration with development partners, including the state governments and other stakeholders to achieve its objectives.

The NDDC boss assured the Governor that the NDDC Board and Management would work in synergy with governors in the nine states covered by the Commission. He stressed the need to re-activate the NDDC Advisory Committee, as provided for in its Establishment Act, to advise and monitor the activities of the Commission.

Ogbuku made a case for a tripartite execution of the Omadino-Okorenkoko-Escravos Road, stating that when completed the road would boost the economy of Delta State.

He said that discussions were on-going with Chevron, the major International Oil company operating in the state, as one of the parties in the execution of the project. Ogbuku presented a document detailing the proposal for the key project to the governor.

The Managing Director noted that the NDDC recently inaugurated five mega projects across the nine states of the Niger Delta region, which included the 25.7-kilometre Ogbia-Nembe Road, executed in partnership with Shell Petroleum Development Company, SPDC.

He said further: “We also commissioned the 132KV Transmission Line and I32KV/33KV electricity substation at Okitipupa to serve over 2,000 communities in the southern part of Ondo State. Similarly, we inaugurated another 1x15 MVA 33/11 KVA injection substation in Amufi, Edo State.

“In Akwa Ibom State, we commissioned the 600-meter Ibeno Bridge and the 6.87-kilometre Iko-Atabrikang-Opolom-IwuoAchang Road in Ibeno Local Government Area. The N10 billion virgin road project links 20 communities, hitherto separated by the Qua Iboe River.

In the area of youth development, Ogbuku, said that the NDDC had given more opportunities and hope to Niger Delta youths through our Holistic Opportunity Projects of Engagement, HOPE, meant to identify interests of the youths for skills training.

He said that the Project HOPE had helped the Commission to develop a comprehensive digital repository, comprising important information about the youths of the Niger Delta region; including their qualifications, skills, interests, needs, and current employment status.

Ogbuku remarked that the NDDC was working with the Niger Delta Chamber of Commerce in the training of youths and young entrepreneurs in the Niger Delta region. He explained that the Commission would collaborate with the Chamber of Commerce to support Small and Medium Enterprises in the region and ensure the sustainability of youth development programmes.

He added: “We are also partnering with the Bank of Industry to fund projects and support businesses to facilitate the success of our empowerment programmes.”

To ensure that a new institutional culture, anchored on sound ethics and good corporate governance was established in NDDC, Ogbuku said that the Commission engaged KPMG, a reputable global business consultancy, to review and strengthen its corporate governance system, as well as improve its internal processes and institutional protocols.

Tinubu’s Administration Aims To Correct Historical Missteps, Not Cause Hardship - Information Minister

Minister of Information and National Orientation, Mohammed Idris, has said the Tinubu Administration’s primary focus is not to impose hardship on Nigerians but to correct poor policies and dysfunctional choices that have historically hindered Nigeria's progress, with bold and effective solutions.

Idris stated this in Abuja on Wednesday while briefing the Diplomatic Community on the recent nationwide protest at a meeting held in the Ministry of Foreign Affairs.

He said President Tinubu is determined to implement reforms that would drive sustainable growth and improve the quality of life for all citizens, stressing that the current challenges are only temporary.

“It is important to kick off on this note: that President Tinubu did not come to office to cause hardship or make life difficult for Nigerians. He has come to office with bold solutions to historical problems; with the determination to correct many of the poor policies and dysfunctional choices that have held us back as a nation for decades.

“The President assumed office during one of Nigeria's most challenging periods in its history, where the country was spending 97% of all its revenue on debt service; coupled with widespread poverty, rising unemployment, dilapidated infrastructure, and insecurity. Faced with these daunting realities, the administration took decisive action and implemented long-overdue reforms to save the economy from collapse,” he said.

The Minister said for decades, the costly, wasteful and unsustainable fuel subsidy regime had denied Nigeria the opportunity to invest in critical infrastructure, social service, and the welfare of its citizens hence the President took a very painful decision to abolish the fuel subsidy and redirect the funds towards critical sectors such as healthcare, education, infrastructure, and security, which directly impact citizens' well-being and the development of the country.

He said the President was not under any illusion that the withdrawal of fuel subsidy and the harmonization of foreign exchange rates would not come with some transitional pains - situation that informed the decision of the Federal Government to design comprehensive intervention programmes to cushion the transitional pains.

“We have been very determined about ensuring that these interventions are fully implemented, and bring the intended relief to Nigerians,” he stated.

While speaking on the nationwide protest, the Minister said the government respects the right to peaceful assembly and freedom of expression, which are cornerstones of all democratic societies, but stressed that what began as a peaceful protest in some States and the Federal Capital Territory, was soon hijacked by elements who infiltrated the protest and orchestrated violent activities that destroyed lives and properties.

“There were reports of arson, vandalism, looting, and clashes with law enforcement agents in several cities. Tragically, these incidents led to the loss of innocent lives and significant damage to properties.

“In response to these unforeseen events, the Federal Government acted swiftly to restore peace and order. It is important to emphasize that the security forces were instructed to exercise maximum restraint and adhere to international standards in managing civil protests. They have indeed put in a lot of work to ensure the safety of all law-abiding Nigerians, and to maintain order, in the last week. But they have also been decisive in their response to criminality, and it is important to separate these from their commendable approach to legitimate protests,” he said.

Idris, who assured the Diplomatic Community that the worst is over, said the Federal Government has launched an investigation into the violence that occurred during the protest in order to identify and bring to justice all those responsible.

“We are committed to preventing the recurrence of such unfortunate incidents in the future,” he said.

West Africa: JONAPWD Moves For Leadership, Equal Rights For Women With Disabilities

By Ebi Kesiena

The Joint National Association of Persons with Disabilities (JONAPWD) is championing the rights of women with disabilities in West Africa.

At a workshop in Abuja, aimed at enhancing their capacity to lead and organize representative organizations, the group said the initiative is part of the "Holding Rights, Leading for Rights" funding stream, supported by the Disability Rights Fund/Disability Rights Advocacy Fund DRF/DRAF, a U.S. Federal Government-funded project.

Speaking to journalists, National President of JONAPWD, Abdullahi Aliyu Usman, emphasized on the importance of this workshop in empowering women with disabilities from Ghana, Togo, Senegal, and Nigeria, adding that it will equip the women to spearhead wider opportunities.

Lamenting the limited opportunities available to women with disabilities, Usman maintained that at the end of the workshop, participants will gain the skills needed to advocate for their rights, challenge gender-based violence, and foster regional collaboration with mainstream women's movements for greater disability inclusion.

While presenting a Keynote address, Dr. Joan Jummai Idonije, Director PRS Maryam Babangida National Centre for Women Development, underlined the progress in women's rights in Africa, driven by the African Union's Agenda 2063 and the Sustainable Development Goals (SDGs). She stressed the continued need to emphasize disability rights to ensure equal access to opportunities for all individuals with disabilities.

Additionally, addressing a Press conference on the sidelines of the workshop, West Africa Program Manager for the Disability Rights Fund, Theophilus Odaudu, underscored the importance of supporting women with disabilities through participatory grant making and intersectional movement building.

He noted that it had become imperative to ensure that women with disabilities are fully integrated into mainstream women's movements, hence the need for further advocacy for their rights and lead within civil society.

"As we know, women with disabilities in West Africa and across the globe faced multiple forms of discrimination and high rate of human rights violations and also receive only a very small fraction of human rights funding. As a result, they are excluded from advocating for their rights and participating as leaders in civil society and civil society species including within the disability rights and women rights movement".

Odaudu emphasized on the critical need to support the efforts of women with disabilities through Organizations of Persons with Disabilities (opds), particularly those focused on women in West Africa. He highlighted the importance of fostering cross-movement collaboration with women's rights groups by providing resources and capacity development, adding that this approach will ensure that women with disabilities can lead alongside other stakeholders in the pursuit of equal rights.
